Sarge is mentioned by both Flo and Finn McMissile in the Cars Play Set. During the Play Set's events, he has left Radiator Springs on vacation along with Sheriff. Additionally, Sarge's Surplus Hut appears in all three games, and is operated by Finn McMissile in the Play Set.
Sarge appears in concept art for the Cars Play Set, indicating that he was meant to make a physical appearance at one point.
