1.0: She is obtained in the Peter Pan Townsperson Pack by using a Spin in the Disney Infinity Vault.
2.0: She is unlocked by placing Tinker Bell on the Disney Infinity Base.
3.0: She is unlocked by placing Tinker Bell on the Disney Infinity Base.

In 3.0 she can be found under: Horseplay Toys > Townspeople > Toy Box Townspeople 2 in the Disney Infinity Townspeople 6 pack.

Where to find in the Editors:

In the 1.0 Build View, she can be found under the "Toy Box Townspeople" category.
In the 2.0 Toy Box Editor she can be found under the "Character Townspeople" category when "Unfiltered" or when filtered by "Vehicles and Actors".
In the 2.0 INterior Editor she can be found under the "INterior Townspeople" category when filtered by "Standard", and under the "Character Townspeople" category when filtered by "Townspeople".

Even if the player has connected their Disney account and acquired all of the toys from the first game in Disney Infinity 2.0, the Tinker Bell Costume will still be locked until Tinker Bell is used. She shares this trait with the Jasmine Costume.
