3.0: He is available to be purchased from the Toy Store in the Combat Townspeople pack for 500 Sparks.

In 3.0 he can be found under: Horseplay Toys > Enemies > Disney Infinity 1.0 and 2.0 Enemies in the Combat Townspeople pack.
